Purchase of financial advisors
The Swedish state owns the whole or parts of 55 companies. The ownership of the companies is managed within the Government Offices. The value of the companies was estimated to 770 billion Swedish kronor in June 2007. This makes the Swedish state one of the largest corporate owners in Sweden.
It is important that the companies are managed in a responsible and professional way for good value growth and so the companies can be divested when there are no longer any reasons for continued ownership.
The Government Offices contracts financial advisors from time to time to advice in connection with the issue, sale, purchase or transfer of securities or other financial instruments concerning the state owned companies. The Government Offices will establish a public list where all interested financial advisors may express their interest to offer advice and transaction services in relation to the above situations. Auditing services and financial due diligence are not included.
Financial advisors that wish to express their interest to be included on the public list, are kindly asked to submit an application containing the information listed below. The application should not consist of more than three A4-pages (in pdf) and should be sent to the following e-mail address: advisorylist@enterprise.ministry.se.

- company registration number
- company residence
- contact person
- list of services provided to the Government Offices and a confirmation that all necessary and valid licenses and permits are held for providing such services to the Government Offices
- compilation of relevant experience
The Government Offices will nominate financial advisors from the at all time current public list. Nominated financial advisors will be offered the opportunity to provide tenders for individual assignments. The number of nominated advisors will vary depending on the urgency and sensitivity of the assignment. Ordinarily those three to five financial advisors that are deemed to have the best qualifications for fulfilling an assignment will nominated. The assessment of qualifications will be made primarily based on the financial advisors' range of services, availability and sector experience. More than five and less than three financial advisors may, however, be nominated.
The evaluation process will be confidential, observing e.g. fundamental principles of competition, sound businessman ship, transparency, non-discrimination, proportionality and mutual recognition.
The price and quality will be decisive when evaluating the financial advisors' tenders. The need for competitive prices will always be important. In relation to price, the quality will, however, take precedence. The relevant criteria will be presented in each case in the questionnaire to the financial advisors. Amongst other, the following factors will be decisive when evaluating quality:
- relevant sector knowledge,
- experience from similar assignments,
- relevant capacity to distribute shares in the market,
- standings in relevant league tables,
- relevant knowledge about, and contacts with, potential interested parties,
- sector knowledge and relevant experience of the individuals proposed to participate in the assignment,
- the proposed team,
- the reasonableness, actionability and creativity of potential proposals.

Please also observe that all applications for the list will be public documents published on the Internet together with the name of the applicant.
