The 2007 Higher Education Reform

Sweden should be a leading knowledge nation characterised by high quality education and lifelong learning for growth and justice.

The knowledge society must be open to everyone, regardless of such factors as social background, gender, ethnic origin, religion or other belief, sexual orientation, disability or place of residence.

Amendments to the Higher Education Act and the Higher Education Ordinance

On 23 February 2006 the Riksdag took a decision on the amendments to the Higher Education Act that were proposed in the bill. Following this, the Government issued the Act on amendments to the Higher Education Act (1992:1434) on 2 March 2006. On 21 June 2006 the Government then took a number of decisions on amendments to the Higher Education Ordinance (1993:100) in order to implement the bill and the decision taken by the Riksdag.

The Higher Education Act (1992:1434) and the revised Higher Education Ordinance (1993:100) have been published in English. They can be found in Swedish through the external links to the website of Fritzes Official Publications or the Swedish Code of Statutes (SFS).
