SIDDR - Stockholm Initiative on Disarmament Demobilisation Reintegration

The Stockholm Initiative on Disarmament Demobilisation Reintegration held its last conference in November 2005. The final report of the international working process was launched in New York and presented to the Secretary General of the United Nations in March 2006.

The yearlong process gathered representatives from Governments (representing members of the United Nations Security Council, countries that have experienced a DDR process and donor countries), international organisations, academic institutions and civilian, military and police experts. Specialised working groups commissioned studies and facilitated an in-depth discussion in between major meetings. Close consultation was held with parallel processes, such as the United Nations' internal "Integrated DDR Standards", the African Union's policy work on small arms and light weapons and the Worlds Bank's regional program for Central Africa; Multi-Country Demobilisation and Reintegration Program.

The SIDDR has been able to adress a complex issue in a new and inclusive manner, giving visibility to the opportunities and limitations of DDR within the broader peace negotiations framework. Engaged and knowledgeable participants have contributed to the process. This has resulted in an increased understanding, not the least of the political aspects of DDR.

The aim of the SIDDR was to propose ways and means that can contribute to an improved framework in which DDR processes can be planned and implemented. The Folke Bernadotte Academy is now mandated to follow up the report, incorporate its findings in methods and courses for peace keeping personnel, as well as to spread the results and disseminate recommendations.
