Freedom of movement for EU citizens
The Free Movement Directive (2004/38/EC), which was transposed into Swedish law on 30 April 2006, introduced the concept of the right of residence, which is an independent right to reside in Sweden. The right of residence refers to the right of EU citizens and their family members to stay in Sweden for more than three months without a residence permit. In principle, EU citizens have the right to reside in Sweden if they are employees, entrepreneurs, job-seekers or can support themselves and have sickness insurance. After three months in Sweden, EU nationals must register their right of residence and the members of their family must apply to the Swedish Migration Board for residence cards. EEA citizens are also covered by these rules.
EEA citizens and their family members are entitled to a permanent right of residence after five years' legal residence in another Member State. Permanent right of residence certificates or permanent residence cards can then be issued.
Tuition fees for third-country nationals
Starting in the autumn term of 2011, tuition fees are being introduced for students from third countries, i.e. countries outside the EU/EEA and Switzerland. See Related information for further details.
