Swedish national alcohol policy
Over the past decade, total consumption of alcohol in Sweden has increased by approximately 30 per cent. Over the last few years, however, alcohol consumption has declined. In 2007 consumption of pure alcohol per capita among people aged 15 years and over was 9.8 litres.
Alcohol is one of the most crucial factors contributing to people's ill health. Coordinated efforts and initiatives must be targeted at harmful drinking behaviour to reduce total alcohol consumption at all levels of society.
Investment in preventive measures to combat the use of alcohol and illicit drugs in Sweden is strongly prioritised. Several important initiatives have been taken at the national level including the adoption of national action plans for the period 2006-2010 to prevent alcohol and drug-related problems (Government Bill 2005/06:30).
The overall objective of Swedish alcohol policy emphasises the link between alcohol and public health:
- to promote public health by reducing the harmful medical and social effects of alcohol.
The sub-objectives are to:
- promote an alcohol-free childhood
- postpone the age of first experiences with alcohol
- provide more alcohol-free environments
- prevent drinking amongst drivers, in working life and during pregnancy
- combat illegal alcohol trading
The focus on local prevention initiatives has been sharpened in recent years. Many municipalities and county councils are also taking more concrete action by adopting new alcohol and drug policy programmes. Most have also hired alcohol and drug prevention coordinators and initiated prevention activities in many areas.
As of 1 January 2008, to support the long-term objectives of alcohol policy, the primary responsibility for implementing the action plan will lie with the existing agency structure, and activities at national level will be carried out by a special government body.
The action plan is the framework for Swedish alcohol policy that rests on three pillars:
- strengthening the measures to develop international cooperation,
- coordinating initiatives at the national level, and
- encouraging the development of preventive measures at municipal level.
