The Riksdag considers the Budget Bill in several stages. In November, it takes a decision on the expenditure ceilings for the coming years.
The Riksdag begins by deciding the expenditure ceiling for the next few years. It then fixes the amount of money that may be used in each of the 27 separate expenditure areas covered by the Bill and takes a position on taxes and other central government revenues. It is the Parliamentary Committee on Finance that proposes these economic parameters after the other committees have had the opportunity to state their opinion. The Committee on Finance formulates a comprehensive proposal that is discussed by the Riksdag in a debate in the Chamber on or about 20 November. The debate in the Chamber concludes with the Riksdag deciding on the expenditure ceiling, the allocation of expenditure to expenditure areas, and changes in taxes and charges, and approving the estimate of central government revenues.
After this, each committee makes a proposal on the allocation of the money between appropriations in the expenditure areas for which it is responsible. The Chamber takes a formal decision on the more than 500 appropriations in mid-December.
