The Government presents the Spring Fiscal Policy Bill and the Bill on a proposed supplementary budgetto the Riksdag. The Riksdag begins to process these bills.

In mid-April, the Government presents the Spring Fiscal Policy Bill to the Riksdag. The Bill contains the Governments proposed guidelines for economic policy and budget policy over the next few years.

The Government also presents a supplementary budget with proposed changes in appropriations for the current year.

In mid-April the Government also submits a written communication to the Riksdag containing an annual report for the central government sector and an account of the economic outcome in this sector, showing the actual levels of central government income and expenditure in the previous fiscal year.

After the Spring Fiscal Policy Bill has been presented, the Government moves on to its framwork planning. The ministries work on allocating funds to individual appropriations within the frameworks proposed in the Spring Fiscal Policy Bill. The proposals are examined by the Ministry of Finance. At the same time, ministries often submit proposals for reforms that will entail increased expenditure. In these cases they have to propose ways of funding the expenditure increases, e.g. by cutting expenditure in other areas.
