Democracy policy
A living democracy is characterised by strong, well-functioning democratic institutions, by the exercise of public power with respect for human rights, by everyone having good opportunities for access, influence and demanding accountability, and an independent, broad range of voluntary associations.
The objective of democracy policy is a living democracy where the individual´s opportunities for influence are strengthened and human rights are respected. A number of strategies serve as guidelines in work on democracy issues:
- respect for human rights,
- good opportunities for access and influence,
- strengthened opportunities for demanding accountability,
- a dialogue for a stronger sense of common basic values in Sweden, and
- countering threats to democracy.
Respect for human rights
To be able to strengthen the power of individuals, it is essential that human rights are respected. This means that Sweden´s international commitments on human rights have to be observed at all levels of society. The equal rights of all, i.e., the principle of non-discrimination, are to be focused upon in work to ensure full respect for human rights in Sweden.
Good opportunities for access and influence
A living democracy in which opportunities for influence are strengthened means that power must come from the people and that everyone living in Sweden is to have a decisive influence on decisions that affect his or her daily life. Access, transparency and public information that is easily available are fundamental conditions for people to be able to exert this influence.
Strengthened opportunities for demanding accountability
Of key importance in a well-functioning democracy is that voters can demand accountability for the policies implemented. This may lead to a greater need for renewal of certain democratic institutions to give people greater and genuine opportunities to demand responsibility.
Dialogue for a stronger sense of common basic values in Sweden
This year, the Government has initiated work to strengthen people´s involvement in issues concerning democracy and human rights. The method for this is dialogue, in the form of reflection on issues concerning fundamental values together with other people. As a first step, this initiative is focused on supporting organisations in their work on these issues. The dialogue is based on issues concerning human rights and how we achieve a society whose development is characterised by mutual respect for differences within the limits set by the fundamental democratic values of society, in which everyone, irrespective of background, should take an active and responsible part.
Countering threats to democracy
In an open, democratic society, it can never be considered legitimate to use threats or violence as a means of making one´s voice heard or of influencing the outcome of decisions taken in the framework of the democratic system. The framework of the strategy to counter threats to democracy includes preventive work against violent extremism and radicalisation.
