The fundamental idea is that animals are to be kept in an environment that is as animal-friendly as possible so that they feel good, are healthy and are able to follow their natural behaviour. Activities in the fields of animal welfare and animal health aim at maintaining a good state of health and good animal welfare among farm animals, pets, laboratory animals and wild animals kept in captivity or used as laboratory animals, and to limit the use of laboratory animals.

Special responsibility for animal issues rests with the Swedish Board of Agriculture, county administrative boards, municipalities, the National Veterinary Institute and the National Food Administration.
