Access and effectiveness are important to government activities. It should be easy for members of society to take advantage of the services offered by the authorities. The Ministry of Finance is responsible for the development of all aspects of public administration, from pensions to population and housing censuses.

Long-term development

The objectives of public administration build on three fundamental values: democracy, efficiency and the rule of law. The focus rests on openness and transparency, service and quality, competence and ethics.

Swedens public administration must enjoy the confidence of the general public, offer good conditions for business and command international respect.

Central government as an employer

The public administration, is the Governments most important instrument in carrying out its policies. Central government has approximately 210,000 employees, and it is the Ministry of Finance that is responsible for matters connected with their pensions, labour legislation, education and training,and pay. For the sake of efficiency, the Government has transferred many of the employers responsibilities to the directors of the various government gencies. But the Government still nominates the heads of these agencies and intends to increase the number of women in top positions.

The Ministry of Finance sets general standards for employer responsibilities and monitors the personnel policies pursued by government agencies and the EU. A good working environment is a priority, partly to reduce sickness absence. In addition, Central government wants the staff profile to reflect the ethnic composition of the population.

The Ministry of Finance is responsible for:

  • matters relating to electronic administration and availability of information
  • premises for the central government sector
  • public procurement
