General rules regarding evacuation

The aim of an evacuation is to make it possible for Swedish citizens to be transferred to a safe place when there is a risk of war, internal disturbances, natural disasters or other comparable events.

Accordingly, evacuation does not necessarily mean travel to Sweden. Transport may be confined to a safe place within the country or to a neighbouring country.

An evacuation is voluntary - Swedes are offered evacuation but decide themselves if they want to take part (the only people the MFA can order to leave are MFA and Sida personnel). Individuals must always make up their own minds and take their own responsibility for their actions. An embassy has no means to force Swedish citizens to return to Sweden or to be evacuated to another location. Those who choose to stay do so at their own risk.

Decisions concerning evacuations are taken by the Government Offices (MFA). If there is a clear risk of danger or if, for some other reason, it is not possible to wait for a decision by the Government Offices, the head of mission (the ambassador) can take a decision on evacuation of posted staff and recommend evacuation of other Swedish citizens.

Who is included?

Swedish citizens and people on an equal footing with Swedish citizens:

  • foreign family members of Swedish citizens (nuclear family: spouse, children),
  • refugees or stateless persons who are resident in Sweden (unless special circumstances require otherwise),
  • citizens of Denmark, Finland, Iceland and Norway and their family members,
  • foreign citizens who have permanent residence permits in Sweden,
  • foreign citizens who work with Swedish development assistance and their family members,
  • citizens of countries that are members of the EU, in accordance with the guidelines issued by the Union.

Who pays?

A person who is evacuated is personally responsible for covering the costs involved. The embassy (MFA) pays, but this expenditure is made in the form of a loan.

A person who is evacuated must sign an application for assistance or a written repayment obligation.

Can someone else provide help?

A Swedish citizen who cannot get into contact with a Swedish embassy may contact another Nordic or EU embassy to get help.
